In the logs I see - "Managing Congestion"

This is completely normal as MWES is set to deliver 5 emails per second. If more email tries to be delivered then MWES will throttle back the email and delay the delivery so the Mail Server doesn't get overwhelmed. If you're constantly seeing delayed email, then a likely scenario is that the server the Mail Server is running on is under powered or being flooded with email, so the Mail Server is not responding in a timely manner, creating a backlog of work for MailWasher Server.
